| Heartland Polish Rabbit Club Constitution Article I The name of the association shall be known as Heartland Polish Rabbit Club (HPRC). Article II Objective: The objective of this association is to promote of the Polish rabbit. Article III Section 1: This club shall be affiliated with the American Rabbit Breeders Association, Inc. Section 2: This club shall be affiliated with the Indiana State Rabbit Breeders Association. Article IV Membership Section 1: Any person may become a member of the club upon payment of dues as provided in the By-laws and by agreeing to comply with all rules, regulations and mandates of the club. Section 2: The Board of Directors reserves the right to accept or reject for any cause any application for membership or renewal. Section 3: Membership shall be Individual, and Family Membership; meaning parent or legal guardian and children Under 18 living at the same address. Section 4: Privileges a. Each membership shall receive a copy of the newsletter. b. Each individual member shall have the right to compete for club sweepstakes points. c. Each Family Membership will be allowed two votes and each Individual membership will be allowed one vote in all matters pertaining to the club d. Membership must be renewed within 30 days of the expiration date, failure to do so will result in loss of sweepstakes points for the lapsed time period. Article V Officers: Section 1: The officers of the club shall be President, Vice President, Secretary-Treasurer (one position), Three directors, one being youth. Section 2: Officers shall be elected by the adult club membership by mail. Section 3: A member is eligible to run for any office if they are over 18, except for Youth director, is an owner/breeder of Polish rabbits or have a strong interest in their promotion, be a member in good standing of HPRC for at least one year prior to running. They must also be a member of ARBA. Section 4: Term of office shall be two years. Anyone wishing to run for an office, or director is to notify the Secretary of the HPRC of their intent, in writing, by mail, or email, by November 1 of the election year. Ballots will be mailed in December and tallied in January. Section 5: All officers shall assume office February 1 and run through their term of January 31. Vacancies in any office shall be filled by appointment of the President, with board approval. Article VI Discipline: Section 1: Charges of misconduct shall be based upon ARBA and HPRC Constitutions and official ARBA show rules, and may be filed with the Secretary or President. Section 2: Any member against whom charges have been filed, shall be furnished with a complete statement of the charges by the Secretary or President, and shall be allowed 30 days to file a reply. Section 3: The charges, together with a reply, if any has been received, shall be furnished each member and Board of Directors for consideration. Board may vote to reprimand, suspend, expel, or acquit the member. Section 4: Any member suspended or expelled, shall not be eligible for reinstatement for one year of the date of suspension or expulsion, and must be approved by the Board of Directors, simple majority vote. Section 5: If an Officer or Director does not fulfill their duties or shows a lack of interest in Club matters, he/she shall be asked to resign by the President, or in case of the President, by the Vice President, in the same manner as outlined in Sections 2 and 3. If he/she fails to do so, the Board can declare the office vacant, and appoint a replacement. Article VII Meetings: Section 1: The annual membership meeting shall be held in September. Section 2: The President may call additional meetings as deemed necessary to transact Club business. Article VIII Dissolution: In the event of a dissolution of this organization, all monies and assets held by the club at the time, shall be turned over to the ARBA youth scholarship fund. Article IX Amendments: Any proposed amendment to this document must be submitted in writing to the board or President for review. It will then be considered and passed along to the membership for vote, with simple majority of those voting for acceptance of the amendment. *Revised 9/13/03; Revised 1/12/05 |
| Heartland Polish Rabbit Club - By-Laws Article I DUES Single dues: $5.00 per year Family membership dues: $10.00 SANCTIONS HPRC shall offer sanctions for club points, open and youth. Article II Officers Section 1: President 1. Preside over meetings 2. Call special meetings of Club or Board of Directors 3. Fill vacancies of office by appointment 4. The President shall be an ex-officio member of the Board of Directors. Section 2: Vice President 1. Perform all duties in absence of the President. 2. Automatically succeed to the office of President in the event of vacancy. 3. The Vice President shall be an ex-officio member of the Board of Directors. Section 3: Secretary-Treasurer The Secretary-Treasurer shall: 1. Receive and act on all membership applications. 2. Maintain a bank account in the name of the Club. 3. Maintain books with membership and financial records. 4. Furnish annual reports on the general and financial condition of the Club, reporting quarterly the financial status of the club. 5. Publish a current list of membership yearly at least once, prior to when nominations for office are called for. 6. Handle correspondence and advise President on any unusual matters. 7. The Secretary-Treasurer shall be an ex-officio of the Board. Section 4: The Board of Directors. 1. Board of Directors is to consist of 3 members, 2 adult, 1 youth 2. The Board shall review the annual financial statement Article III Procedures Section 1: Robert's Rules of Order shall govern the parliamentary procedure of this Club. Section 2: The order of business shall follow the order of: 1) call to order; 2) reading of the minutes and financial status; 3) unfinished business (old business); 4) new business; 5) discussion 6) adjournment. *Updated 1/12/05 |
